Perhaps you are using the wrong word. Design of website means the overall look of your website, the ideal term used for this purpose is the layout. The kind of "design" you are talking about is the formatting of the article. Your content needs good formatting, agreed, but the design of website is more than the content format.

You're right dear, the design the poster is talking about is the lay out of the website. If the layout is well customized it becomes more appealing. Mean while, the contents of the website is what visitors are mainly looking at, when the contents is well formatted, that makes them read for sometime to get full points about what they're reading.
