As you know starting from 28 February all cashout from RUB to Payeer isn't available to the Binance account.
Then there are two methods:
The first method is to cash out from Binance to LTC and link an LTC address as you see a deposit LTC address in your Payeer account.
This method isn't good as it requires a lot of steps if, for example, you receive ADA, you need to trade ADA to RUB then RUB to LTC which costs a lot of fees.
Also minimum per trade is 200 RUB and the amount converted should be a multiple of 0,001 LTC means you lose some funds.
The second method is by Advcash.
You have to trade any currency to TRY (make sure to convert a value greater than 10 TRY).
You have to add a TRY wallet to your account in Advcash.
Then after the exchange go to TRY and choose other methods than Bank Wire.
Link your Advcash email to Binance, this process is done one time only. After everything will be automatic.
Deposit RUB to your Payeer account and choose to be debited in TRY. The minimum is 10 RUB.
