I think it depends on the type of business you are in.
If your business is a service-focused one, like a cleaning or repair service, I would recommend using Instagram for monetization. Instagram is a great place for people to find you and when they do find you, they're more likely to interact with you than Facebook or Twitter. This means that if someone sees your post and likes it, they might actually follow through on what you're asking them to do.
If your business is more focused on selling products or services, then Facebook is probably going to be better for monetization than Instagram. People post more frequently on Facebook than they do on Instagram and also tend to engage with brands more often there as well which means that if someone likes one of your posts, there's a good chance that person will buy something from you!
