What is an imprest?
An imprest can be defined or describe as a sum of money advanced to an officer to meet expenditure under the current Estimates for which vouchers can not be presented immediately to a sub-accounting officer.
Now the imprest holder mean an officer other than a sub-Accounting officer who is entrusted with the disbursement of public money, for which vouchers cannot be presented immediately to a sub- Accounting officer and who is required to keep a cash Book.
APPLICATION FOR IMPREST
Application for imprest should be made through the Accounting officer to the Accountant General and the application should state the amount and the purpose for which the imprest is required, and the designation of the proposed imprests must reach the Accountant General before the beginning of new financial year.
IMPREST AUTHORIZATION:
Imprest can only be authorized by the Accountant General.
The Accountant General's authority is conveyed by an imprest warrant to the imprest Holder and no imprest moneys may be issued until that authority has been received.
TYPES OF IMPREST
There are two types of imprest that we have. They are:
(1) Standing Imprest and
(2) Special Imprest.
STANDING IMPREST: This is replenish from time to time and final retired at the end of the financial year.
SPECIAL IMPREST: This is granted for a particular purpose which must be retired on full within the period allowed or when the service is completed.
RESPONSIBILITIES OF IMPREST HOLDER
(1) an imprest holder must duly observe all regulations regarding the control of expenditure and the disbursement of public money.
(2) Imprest must be used only for the specific purpose for which issued.
(3) Holders are not relieved from responsibility until vouchers submitted have been examined and found correct.
(4) Where banking facilities are available,imprest holders may open bank account in their official designations.
(5) Officers holding money drawn on imprest mist arrange for its safe custody.
