SEO means search engine optimization. We all know what a search engine is. There's Google, Bing, Presearch, etc. These are various search engines and the best search engine, in my opinion, is Google.

Optimization means the action of making the best or most effective use of a situation or resource.

Title tags and meta description are important because when people perform generic or organic searches, the search engines “search” the web by using web crawlers. These spiders or bots, or crawlers look for the words in the search phrase that are in the title tags or the meta descriptions.

When a person creates title tags and meta descriptions, it is because they want the search engine to find their content and they hope that the content will appear on the first page of the search results.

I forgot to mention this in my previous comment but I have had the opportunity to test the SEO Yoast tool. I was accepted as a writer on various platforms that use WordPress for publishing content. Some of those platforms had the SEO Yoast tool. The good thing about that tool is that if you want to learn SEO, it's a teaching tool. So even if you publish at a site that does not use the tool, you have actually learned how to make your content SEO-friendly.
