It is understandable when a small business hires with the owner as head of the recruitment process. They probably can't afford a PR team. But when an established business recruits without the establishment of a viable HR team, then it is grossly unprofessional. Even if the business sees maintaining an in-house HR department as a waste, they can outsource the hiring process to a recruitment agency. Those ones are well versed with the HR aspect of hiring.
