Do Affiliate programs really keep to their promise of a reward when a new member is added through one's link??

Why do most Make money online sites and Apps have Affiliate programs??? ... cause I've downloaded and Visited a few make money online sites and App,and what they all have in common is Affiliate programs....I would like to know the reason behind this...
