This has gotten really annoying where I ask preliminary questions for surveys only to be told they are looking for a different group of people. Anyone have a strategy to combat this?

What you need to do is to abide by the rules and regulations of the survey website before you complete your registration. Do not be in a hurry to finish your registration in order to start earning quickly. Read the rules and regulations thoroughly because they will serve as a guide for you so that you can avoid not being chosen for surveys.

Survey companies always have target. They have targeted countries, age and even gender. It will be a futile endeavour if one doesn't fit into the category looking for, one may still not be chosen. That's why it is better to make sure we know more about the requirements of the survey before we apply.

It is arguably believed that survey is not that common in most third world countries, therefore hardly you will be recruited by a survey company for their survey programme. Hence, some people resulted to using VPN to fake their IP address, which is very dishonest to me.
