Starting and managing a business is not that easy. It takes a lot of effort to manage a business and depending on the location and initial popularity of the business, it might take a lot of time for a business to become successful. Obviously, the average time it takes a business to settle properly depends on factors like how you manage the business and what kind of services and products you provide to your customers. If customers think that your product or services are good, it will take less time for your business to settle. if customers are not interested in your product, then it may require you to improve your product and services or even re-brand your product if needed. So how much time does it take for a business to settle if you manage it in a proper way?

Different businesses might have different things that work for them or sometimes even an individual perspective. As an individual I mostly try to set up my business in such a way that I would expect to start making reasonable profit after the second year. I just believe that that is enough time for me to get a lot of things right.

I can't actually give an estimate of how long a business can stay before it settled down to an income generating one. Cos every entrepreneur has different quality, plans, strategies they adopt to push or manage their business. Their are others who might turn a newly developed business to an income generating one within short period of time.

In the business culture here the capital should include the 4 months of rent. That means 4 months is the standard probationary period for a business to determine if it will succeed or not. After that period the business should be earning to cover the overhead and some other expenses otherwise it would be losing money as the operation continues.
