This type of business is very common in the business district here. Buildings and offices do not hire messengers, janitors and security guards. They just rely on the labor agency to provide them the manpower they need. It is actually outsourcing so the company will have no obligation to the outsourced janitor. The company had saved from the benefits due to a worker.

A maintenance labor provider earns a good profit because for every outsource taken in by the client the provider earns a monthly commission. In the bank where I worked the owner of the outsource provider is a group of executives of the bank. They knew that a labor provider is lucrative and there is no red tape because the owners are also the approving officer of the bank in giving the provider a service contract.
 
The outsourcing agencies are making huge profits from the commission they earn monthly. Some outsourcing agent don't base their pay on commission, it as a stipulated amount that deduct from the workers salaries. If you calculate the percentage, it's very outrageous. Most of them earn more than the workers
