You cannot just build a road without the drainage because the water from the structures (houses or buildings) needs an exit point. The design of the lots should also conform with the safety regulations. That means you don’t build a house on a lot that is very steep in the incline.

Another element to be considered is the rain water. In our village the rainwater is our problem. When there is heavy downpour the rainwater would cause a flash flood on the main road. I don’t know if there are other elements to be checked before the design of the structures can begin.
