When you're trying to apply lipstick and your lips are chapped, you can do some things to help make the application process easier.

1) To begin, ensure that you have a suitable lip colour that complements your natural lip colour. If you're wearing a bright red lipstick, for example, you may want to go with a redder shade of lip liner or lipstick first.

2) Second, if the lip color you're using is powdery or creamy in texture, try applying it with a brush instead of with your fingers. This will help avoid getting any product on your fingertips and then transferring it onto your lips when they're chapped.

3) Third, don't put too much pressure on your lips when applying lipstick if they feel rough because they are chapped and bleeding (which happens sometimes), it could make the application process more difficult for you!

4) Fourth, after applying lipstick, be sure to let it fully dry before applying any additional makeup over top of it. This will ensure that any lip balm or gloss doesn't come off during the day and gets absorbed by the rest of your makeup instead!
