How long should a worker be under probationary status?

The dream of a new employee is to be permanent in his job so that he can have security of tenure. Once he is hired as probationary employee that means he can be terminated anytime with or without cause. A probationary employee is considered temporary unless he is elevated to the permanent status.

In our country a probationary employee usually works for 6 months before he is reviewed and recommended to permanent status. But take note that some companies promote the employee from probationary status even just after 1 month of working as probationary. That means the company is considerate in giving confidence to their employees. If you are an HR officer how long would you want for a new hired employee to stay in the probationary status?
 
In our country, the public (government sector), as well as the private sector both, have six months of probationary status. If the employees perform poorly, if the employer is not sincere, if the employee commits wrongs, he/she can be immediately thrown out of the job. While I think this is good strategy, I also see the possibilities of using as a tool to discriminate someone
