Why is there a need to maintain only a skeleton force for restaurants?

The pandemic era has greatly affected businesses that are customer based like restaurants, supermarkets and pharmacies. Admittedly the revenue of those businesses have gone down. But that is not the exact reason for having a skeleton force in the business place. It is more of the social distancing protocol that the staff should be trimmed in half. Most of these businesses have their staff working every other day only.

The restaurant and fast food are recovering with the delivery system but their revenue cannot handle full operation yet. Some employees have moved to another job and most of the fast food outlets here have no more reserve staff. A skeleton force means slow and inefficient service which really affects the service to the customers. Some restaurants have also reduced the quality of food because of the prevailing skeleton force.

A lot of businesses have suffered due to Covid restrictions, but I think the hospitality industry, including restaurants, hotels, etc. are the ones that are heavily affected. These days most of the restaurants and hotels in my home country have either shut down indefinitely or working with minimal workforce just to survive.
