Why is almost no one willing to pay for sponsored blog posts?

Anyone can create a twitter, Instagram or Reddit account for free, so retweeting, up-voting, or following will not cost any money, only very less time. similarly there is no investment for visiting websites. Yet on microjob websites, there is plenty of work for visiting websites,retweeting, following users, which pay between $0.02 to $0.05. In contrast a lot of time and money is required to have blog with a domain name, web hosting, with more than 20 posts. Yet some bloggers are finding it very difficult to sell any blog posts even for $0.05 each. Some of the blogs have a reasonably good Moz DA of more than 15, yet no advertising is sold for the last 4-5 years.
Does no one purchase blog posts with links because they are worried about google penalty, or is there some other reason for not purchasing blog posts, when people willingly pay for visitors, retweets, followers, likes, up votes on Reddit?

Some people may not be able to pay so much people and this will require a large capital that you will use to pay until your blog is stable enough to generate a reasonable income but without this it will be almost impossible.. it is also stressful that only special people will be able to do it. It all depends on people's choice and decision.
