Normally there is no specific time for that . This should depends on your business or what you are interested to advertise . some people who have established a business and are recording high success rates may not necessarily wants to advertise their business idea because their desired result they were hoping to get from advertisement has already set in.

In most cases the reason why so many people may be interested to advertise their business is because of the fact that their business is not generating their desired amount or expectation or because of the fact that their business has been launched newly and they just want people to know about t just.

Like I have stated above , I will only be interested to establish or advertise a business if the business is new or I am just trying to make my business popular or probably is not generating the required profit expectation.

I don't think there's anything such as the best time to do paid advertising. If one has the means, anytime is the best time to do paid advertising. I agree with you that one has to consider a lot of things before deciding when to do paid advertising. One has to consider the company or business budget like you mentioned earlier. If one's business is on a tight budget, then one should not do paid advertising. One should go for free advertising.
Another thing to consider before doing paid advertising is the right timing. I've noticed that there some time when ir seems a lot of people are doing paid advertising. For example, during the festive period. I don't think it's good to involve in paid advertising during this time because other business advertising might outshine one's own since a lot of business would be advertising during that period.

If it is a new service that people would have to accept in their minds first before they patronize it, it is advisable to start doing paid advertisements even before the business starts or at the inception of the business. A business like an e-commerce business continuously does paid adverts from the very first day of inception and it doesn't even stop at a point. You have to gauge business and know when to do it.
